This order is stricter than (and will supercede) all municipal and county orders.  Beginning Thursday, March 26, there are no retail sales in the state of Colroado.  Srevice and Parts remain essential.

Effective March 16, 2020, Colorado has updated its Minimum Wage Order into a Colorado Minimum Pay Order (COMPS).  This order has updated definitions and new requirements for payment, overtime, and breaks for dealership employees.

Governor Polis implements a digital ID program for Colorado that will suffice as a proof of identity.  The state will begin work on digital Driver's License.

Attached is NADA's guidance on how to offer VPPs, such as GAP insurance in a way that insulates dealers from the complaints of consumer groups.

Governor Polis names the Regional Air Quality Council as the lead enforcement agency for his climate action plan (HB19-1261).

During our phone call with Director Lew (CDOT), CADA submitted a request for the Administration to resolve the following issues, with our suggestions for resolution attached.  The Director is consulting with Dept. Revenue on our behalf.

The Department is seeking a new rule to tax the delivery of digital goods and various subscription services that allow downloading or streaming.  CADA submitted comments.

State forms for sales tax and use tax collection have been updated in October 2019, along with guidance for each.  1/1/20 will be the transition date.

On August 15, 2019, the AQCC voted 8-1 to adopt California's Zero Emission Standard.  This requires OEMs to deliver vehicles earning a rising proportion of ZEV Credits.
